 Vision on Occupational Health and Safety

1. Characterization of OHS Performance in the Mozambican Industry

In Mozambique, combating the negative effects on the health and safety of workers as a result of poor working conditions needs to be given priority and generalized throughout the national industry. In this sector, there is a huge asymmetry in the implementation of Occupational Health and Safety (OHS) procedures. In the foreground, there are industries that implement solid systems in this area such as: Mozal SARL, Sasol Petroleum Temane Limited, Cimentos de Moçambique CIMPOR SA, Kenmare Resources PLC, Coca-Cola Sabco (Mozambique) SARL, Açucareira de Moçambique SA - Tongaat Hulett , BP Moçambique, Vale Moçambique SA, Cervejas de Moçambique SARL (CDM), just to mention a few examples. In second and distant plan, we have the great majority of the industrial park without a clear understanding of OHS principles and with deficient technical command on the subject. This holds even for companies that are located in the geographical vicinity of the former ones.

2. Vision, Mission and Actions undertaken
It is in this context that the Center for Industrial Studies, Safety and Environment (CEISA) at the University Eduardo Mondlane intends to promote Occupational Health & Safety (OHS) coordinated actions with several government and private organizations has the prospect to accomplish in the offenses internal area and capacity in the areas of:

  • Occupational Health and Safety in Manufacturing;
  • Occupational Health and Safety in the extractive industry;
  • Occupational Health and Safety in Development Corridors (Maputo, Beira and Nacala);

To this end, in partnership with State institutions and other international partners, CEISA intends to carry out the following actions:

  • Assembly of OHS laboratories at CEISA;
  • Seminar and Symposiums on OHS;
  • Establishment of Good Practices of OHS in the industrial sector and elaboration of the respective Manuals;
  • Audits and Monitoring OHS practices in the industrial sector in partnership with MITESS;

Furthermore, it is necessary that the CEISA establish one to align strategies and activity plans with the Ministry of Labor, Employment and Social Security (MITESS) in order to address objectively and effectively the new challenges faced by the State in the area of OHS.
This vision is part of CEISA's mission to carry out scientific research, extension and provision of specialized services in the areas of Environment and Occupational Health and Safety (OHS), which briefly consists of :

  • To carry out activities of extension and provision of specialized services to the EMU , Government and Private Sector in matters of Occupational Health and Safety (OHS) and Environment;
  • Conduct short courses in the areas of Occupational Health and Safety (OHS) and the Environment;
  • Establish partnership in scientific and technological fields with domestic and foreign institutions in the areas of Occupational Health and Safety (OHS);
  • To promote exploratory studies of the real Occupational Helth and Safety situation in the industrial sector;
  • To study the adequacy and application of Occupational Health and Safety measures in the industrial sector;
  • Produce manuals and brochures on the best practices of OHS in the industrial sector;
  • To promote the revision of the legislation on Occupational Health and Safety whenever pertinent;

In this mission, CEISA has already achieved some results, among which we highlight:

  • Course of the management of health and safety at work for Cimentos de Mozambique, SARL; Cimentos de Moçambique, SARL; Electricity of Mozambique ( EDM ); participation in the facilitation of two courses on Occupational Health and Safety for technicians of several companies in partnership with the Institute of Labour Studies Alberto Cassimo of MITESS ;
  • Development of OHS programs for different branches of industrial activities such as:

3.Main Challenges

The main challenges that Mozambique faces and for which CEISA wishes to contribute now and in the future are:

  • Improving public awareness on the role and importance of Occupational Health and Safety;
  • Promoting the application of good OHS practices aimed at ensuring appropriate level of physical and mental health of workers, resulting in greater productivity and quality of services;
  • Establishing whether strategies and tools to manage Occupational Health and Safety have contributed for the enrichment of national legislation and the dissemination of Good Practices;
  • Determining what actions need to be taken to implement a safety culture in Organizations at national level;
  • Enhancing the scientific component of the labor inspection and research of accidents and incidents
